Description
Course Overview
The JNCC Regional Unit provides detailed theoretical training in the application of marine mammal mitigation within UK waters, specifically aligned with the requirements of the JNCC for the UK Continental Shelf (UKCS).
This course is designed to build a working understanding of regulatory frameworks, mitigation protocols, and operational expectations, enabling Marine Mammal Observers to operate effectively within JNCC-governed environments.
Important: Course Requirements & Structure
This course is part of a modular training pathway and cannot be taken in isolation.
To enrol in this course, you must have:
- Successfully completed the MMO Foundation Course
To achieve full JNCC-recognised MMO competency, the following must be completed:
- MMO Foundation Course
- JNCC Regional Unit
- Pre-Mobilisation and Practical Course
Important: Course Scope
This course provides regional theoretical training only.
It does not, on its own, qualify an individual to operate as a fully certified MMO within UKCS waters.
The purpose of this course is to develop:
- Regulatory understanding
- Operational awareness
- Mitigation interpretation skills
These must be combined with practical training to achieve full competency.
Course Content
This course covers all key aspects of MMO work within UKCS waters, including:
Regulatory Frameworks
- JNCC guidelines and their application
- Legal terminology and interpretation
- MMO legal responsibilities within UKCS operations
- Planning around sensitive areas and biologically important habitats
Mitigation & Monitoring
- Marine mammal detection methods
- Mitigation zones and operational thresholds
- Real-time decision-making under JNCC guidelines
- Integration of Passive Acoustic Monitoring (PAM)
Offshore Operations
- Seismic operations
- Piling activities
- Explosives and high-risk sound sources
- Acoustic Deterrent Devices (ADDs)
Reporting & Compliance
- Data recording standards
- Reporting systems and regulatory expectations
- Accuracy and defensibility of MMO data
Professional Development
This course is designed to develop the knowledge required to operate within a highly regulated offshore environment, where MMOs are responsible for:
- Interpreting mitigation requirements in real time
- Ensuring compliance with legal and permit conditions
- Recording accurate and defensible observational data
- Communicating effectively within operational teams
An effective MMO is defined not only by knowledge, but by:
- Precision in observation
- Professional judgement
- Clear communication
- Consistency in reporting
Course Structure
- Approximate study commitment: 4–6 hours a Day (depending on experience and learning pace)
- Total video content: ~5 hours 30 minutes
- Additional reading and reference materials required
The course includes:
- Structured lessons
- Applied regulatory interpretation
- Operational scenario context
- Assessments and testing
Assessment & Standards
All assessments are:
- Automatically graded
- Held to a 100% pass requirement
This standard reflects:
- Industry expectations
- Legal defensibility of MMO data
- The critical nature of mitigation decisions
Assessment conditions:
- Each attempt overwrites the previous submission
- Repeated unsuccessful attempts may trigger facilitator review
- Course progression may be reset if required
Correct answers are not provided, as this would compromise certification integrity.
Certification
Upon successful completion, you will receive a:
Certificate of Achievement – JNCC Regional Unit
This certificate:
- Confirms theoretical understanding of JNCC guidelines and UKCS operations
- Forms part of the required pathway toward full JNCC-recognised MMO competency
Certification is issued to the individual who completes the course and is non-transferable.
Career Pathways
Completion of this course supports progression into:
- Offshore MMO roles within UKCS
- Fisheries and environmental monitoring roles
- Marine conservation and compliance positions
- Research and consultancy within UK regulatory environments
Support
Facilitators are available to assist with:
- Regulatory interpretation
- Course content clarification
- Guidance on progression through the training pathway
Important Note
The certificate will be issued upon completion of the course.
Students must ensure:
- All personal details are entered correctly
- A passport-style photograph is uploaded
Certificates cannot be reassigned or reissued under a different name once issued.
